How to Obtain a Ukrainian Birth Certificate for a Child from Temporarily Occupied Territories – Procedure
If a child was born in a temporarily occupied territory of Ukraine, it is possible to obtain a Ukrainian birth certificate. The legislation provides a special procedure for this.
Step 1. Applying to the court
A statement to establish the fact of birth can be submitted by the parents, one of the parents, relatives, guardians, or other legal representatives of the child. The application is submitted to any local court on the territory of Ukraine regardless of the applicant's place of residence. Such cases are considered urgently.
Step 2. Preparing documents
Documents confirming the fact of the child's birth must be attached to the application, including:
▪️ medical certificate;
▪️ documents on state registration of birth issued in the temporarily occupied territory;
▪️ parents' marriage documents (if available).
Step 3. Obtaining the court decision
The court decision establishing the fact of birth is executed immediately and serves as the basis for further state registration of birth.
Step 4. Applying to the civil registry office
Based on the court decision, any civil status registration office in the territory controlled by Ukraine registers the birth and issues a Ukrainian birth certificate of the established form to the child's parents or their authorized representatives.
The Ministry of Justice emphasizes that the state guarantees every child's right to birth registration and obtaining documents regardless of the place of birth.
