For many parents, the issue of enrolling a child in kindergarten arises long before the child reaches preschool age. Due to the limited number of places in preschool institutions and high demand in many communities, getting into the desired kindergarten is not always easy. That is why parents should know in advance how the electronic queue works, when to register the child, which documents to prepare for enrollment, and which categories of children have the right to priority placement. Let's consider the main rules using the example of the procedure in effect in the Vinnytsia City Territorial Community.

Why the issue of the kindergarten queue remains relevant

According to the Law of Ukraine "On Preschool Education," the state must ensure accessibility of preschool education for children. At the same time, in practice, the number of places in many preschool institutions is limited, and the number of applicants for certain kindergartens often exceeds the capacity of the institutions.

Because of this, some children during registration end up outside the main queue, and parents have to wait for available spots or choose another institution.

How the electronic queue for kindergarten works

Previously, to enroll a child in kindergarten, parents had to personally contact the institution's management, inquire about available spots, and submit an application.

Currently, most communities operate an electronic registration system. Its main advantage is that parents can track the queue progress online and see the child's position among candidates for enrollment.

To register in Vinnytsia, you need to:

  • choose a preschool institution;
  • review the projected number of spots in the selected kindergarten;
  • prepare the child's birth certificate;
  • fill out an electronic application through the appropriate city council service.

After successfully submitting the data, the application receives the status "Registered in the queue."

It is important that registration in the electronic queue is a mandatory condition for the further enrollment of the child in the preschool institution.

How to check the application status

Parents can independently check the status of their application using the series and number of the child's birth certificate.

If the status changes to "There is an opportunity for enrollment in the preschool institution," an additional notification is sent to the email provided during registration.

After receiving such a notification, parents must submit the necessary documents to the educational institution within 30 days. Failure to do so may result in automatic cancellation of the spot in the queue.

From what age can a child be enrolled in kindergarten

The minimum age for enrollment in kindergarten is 1 year and 6 months as of September 1 of the year in which enrollment is planned.

Therefore, parents should consider the child's age when choosing the enrollment year and submitting the application.

What documents are required for kindergarten enrollment

To enroll a child in a preschool institution, the following must be submitted:

  • a family doctor's certificate confirming the child's ability to attend the preschool institution;
  • a certificate of epidemiological environment (valid for three days);
  • a copy of form No. 063/o "Vaccination Record," certified by the family doctor;
  • original and copy of the child's birth certificate;
  • registration card from the electronic queue system confirming the possibility of enrollment;
  • certificate of the child's place of residence;
  • enrollment application.

For enrollment in sanatorium, special, or inclusive groups, additional documents may be required:

  • conclusion from the inclusive resource center;
  • documents from the medical-consultative commission;
  • certificate from the tuberculosis dispensary;
  • referral from the education management authority.

Who has the right to priority enrollment

Children of internally displaced persons

Priority enrollment is given to children from families who have arrived from the Autonomous Republic of Crimea, the city of Sevastopol, and other regions of Ukraine due to forced relocation.

Children of servicemen and law enforcement officers

Priority enrollment is also provided for children of servicemen and law enforcement officers upon presentation of documents confirming service in cases defined by law.

Separate quotas may apply for other categories of servicemen during group formation.

What to do if parents decide to change the kindergarten

If after registration parents decide to choose another preschool institution, they must first cancel the previous application in the electronic registry.

Only after deleting the current application can the child be re-registered in another kindergarten.

What it means to be outside the main queue

It often happens that a child is in the queue, for example, at number 84, while the institution plans to enroll only 75 children of the corresponding age group.

In this case, the child is considered to be outside the main queue for that particular kindergarten. However, this does not mean the child will be left without a place in a preschool institution.

Parents may be offered another kindergarten with available spots, taking into account the chosen residential microdistrict.

Is it necessary to join the queue immediately after the child's birth

The law does not require parents to register a child for kindergarten immediately after birth. However, due to high demand for places in many institutions, early registration can significantly increase the chances of timely enrollment in the desired kindergarten.

That is why many parents submit an application to the electronic queue within the first months after receiving the child's birth certificate. This allows securing a higher position in the queue and reduces the risk that there will be no available spots in the desired institution by the time of enrollment.
