Up to 50% of assault positions are planned to be given to foreigners, while military personnel with the longest combat experience will be discharged from service
Ukraine plans to open a recruitment market for foreigners to staff combat units and reduce the burden on Ukrainian servicemen. At the same time, by the end of the year, a gradual discharge of military personnel who have served the longest in the Defense Forces and spent the most time in combat positions will begin. This was reported by the Minister of Defense Mykhailo Fedorov.
According to him, the goal of the new policy is to involve foreigners in carrying out combat missions. In particular, it is planned that from 30% to 50% of assault and infantry positions in the future may be staffed by foreign citizens.
The government is also preparing decisions regarding servicemen who have served the longest and have the greatest combat experience. For them, a gradual discharge from service is planned to begin by the end of 2026.
Mykhailo Fedorov noted that these changes are only the first stage of a large-scale transformation of the military staffing system. The next step should be a comprehensive reform of recruitment and mobilization processes.
Earlier, the Prime Minister of Ukraine Yuliia Svyrydenko reported that by the order of President Volodymyr Zelenskyy, the government has begun a comprehensive reform of military service. It involves the introduction of new contracts with defined service terms, guaranteed deferment after contract completion, increased monetary allowance for military personnel, and an updated recruitment system.
In particular, for infantrymen, the average level of monetary allowance is planned to be increased to about 300,000 hryvnias per month, and the maximum — up to 460,000 hryvnias. The minimum monetary allowance for rear servicemen is to increase to 30,000 hryvnias.
According to the Minister of Defense, the main goal of the changes is to save the lives of Ukrainian military personnel and build a service system with clear rules and definite conditions for service.
