Ukraine has never developed biological weapons, and biosecurity programs were of a civilian nature — Ministry of Foreign Affairs
The Ministry of Foreign Affairs of Ukraine responded to a new wave of statements about "biolaboratories" in Ukraine and reminded about the conclusions of international inspections.
The foreign policy department emphasized that Ukraine strictly fulfills its international obligations under the Convention on the Prohibition of Biological and Toxin Weapons and has never engaged in activities related to the development, production, or accumulation of biological weapons.
The Ministry of Foreign Affairs noted that cooperation between Ukraine and the United States in the field of biological security was aimed exclusively at developing the public health system, epidemiological surveillance, laboratory diagnostics, biosecurity, and bioprotection. The department stresses that these are civilian programs that comply with international health standards and have no relation to military activities.
The ministry also reminded that claims about the alleged existence of laboratories in Ukraine developing biological weapons have been spread by Russia for many years, but these accusations have been repeatedly refuted at the international level.
In particular, in 2022, at Russia's request, an official consultative process was conducted within the framework of the Convention on the Prohibition of Biological and Toxin Weapons. During the consultations, participating states were provided with information about cooperation programs, their goals, and implementation mechanisms.
As a result of the review, claims about the development of biological weapons or the operation of military biological programs in Ukraine were not confirmed. This issue was also considered within the UN Security Council, where no evidence supporting Russian accusations was presented.
The Ministry of Foreign Affairs reminded that Ukraine confirmed its position during the meeting of the Convention's participating states in December 2023, emphasizing the full compliance of international cooperation in public health with international law provisions.
Recall that the Director of the US National Intelligence, Tulsi Gabbard, amid her upcoming resignation, "declassified" data allegedly indicating long-term US government funding of over 120 "biolaboratories," including in Ukraine.
