The issue of the impact of the Constitutional Court of Ukraine's decisions on the unity of law enforcement and the development of judicial practice was discussed during the roundtable "Legal Positions of the Constitutional Court of Ukraine and Their Significance for Jurisdictional Practice," held on June 12–13, 2026. This was reported by the Constitutional Court of Ukraine.

The event was attended by judges of the Constitutional Court of Ukraine Oleksandr Vodyannikov, Oksana Hryshchuk, Viktor Kychun, Vasyl Lemak, Alla Oliynyk, Serhiy Riznyk, Halyna Yurovska, judges of the Supreme Court, and representatives of the Council of Europe.

The moderators were Constitutional Court judge and Chair of the Permanent Commission on Scientific Support of the Court Oksana Hryshchuk, Head of the Council of Europe Project "Further Support for Constitutional Justice Reforms in Ukraine" Suzanna Mnatsakanyan, and judge of the Cassation Administrative Court within the Supreme Court Nataliya Blazhivska.

Welcoming speeches to the roundtable participants were delivered by Constitutional Court judge Oksana Hryshchuk, Chair of the Cassation Administrative Court within the Supreme Court Ihor Dashutin, and Head of the Council of Europe Project "Further Support for Constitutional Justice Reforms in Ukraine" Suzanna Mnatsakanyan. They emphasized the importance of professional dialogue between institutions to form coordinated approaches to the application of the Constitution of Ukraine and the affirmation of its values.

The discussion focused on the role of the Court's legal positions in interpreting and applying the provisions of the Constitution of Ukraine, their influence on the practice of courts within Ukraine's judicial system, as well as ensuring the unity of law enforcement, consistency of the principles of legal certainty, judicial independence, and the rule of law.

Constitutional Court judge Vasyl Lemak emphasized the methodology of substantiating the Constitutional Court of Ukraine's decisions in his report. He elaborated on the importance of proper reasoning in the decisions of the constitutional jurisdiction body, the consistency of the Court's legal positions, and their role in forming predictable and stable judicial practice.

Special attention was paid to the interconnection between the legal positions of the Constitutional Court of Ukraine and the practice of the Supreme Court. In this context, the importance of ensuring unity of law enforcement and developing inter-institutional dialogue was discussed.

Constitutional Court judge Halyna Yurovska presented a report titled "Legal Positions of the Court of Justice of the European Union and the European Court of Human Rights in the Decisions of the Constitutional Court of Ukraine." The focus was on the use of European legal standards in constitutional proceedings, the significance of the practice of European judicial institutions for the development of national constitutional doctrine, and strengthening the reasoning of the Constitutional Court of Ukraine's decisions considering the international and European legal context.

The professional dialogue demonstrated that the stability of judicial practice largely depends on the courts' ability to act within a unified constitutional framework, not only perceiving the Constitution of Ukraine as the act of the highest legal force but also the decisions of the Constitutional Court of Ukraine as a direct guide for daily law enforcement.
