Involving Subordinates in Repairing His Own Properties — Former Head of the State Emergency Service to be Tried in Vinnytsia Region
The former head of the Main Department of the State Emergency Service (SES) in Vinnytsia region will be tried for abuse of office, involving subordinates in private construction work, and hiding assets worth over 14.5 million UAH.
According to the State Bureau of Investigation, the pre-trial investigation has been completed, and the indictment has already been sent to court.
According to the investigation, in April 2024, the official involved 37 SES employees in repair work at one of the educational institutions in Vinnytsia. The rescuers performed construction work free of charge during their off-duty time, alongside employees of the contracting organization.
Later, as law enforcement established, the official began using subordinates for his own needs. He involved another 18 SES employees in the construction of two private houses and repairs on personal properties in Vinnytsia and Kharkiv regions.
During the work, special equipment of the Main Department of the SES was used, and employees were distracted from performing their official duties. Among those involved in the construction were rescuers who had previously helped eliminate the consequences of the Russian missile strike on Vinnytsia.
Additionally, with the assistance of the National Agency on Corruption Prevention, law enforcement established that from 2020 to 2025, the official acquired assets worth over 14.5 million UAH. The property was registered to relatives and family members, but according to the investigation, the former head actually used and controlled it himself.
To ensure possible confiscation, the court imposed an arrest on the former official’s property valued at over 22 million UAH.
