Ukraine is preparing a new reconstruction model: focus on private investments and social housing
For the full recovery of Ukrainian communities affected by the war, Ukraine needs not only budgetary and international financing but also effective mechanisms for attracting private investments and social programs that will encourage people to stay or return home.
This was stated during the IV International Summit of Cities and Regions in Kyiv, held within the framework of the Congress of Local and Regional Authorities under the President of Ukraine, by the Chair of the Committee on State Governance, Local Self-Government, Regional Development, and Urban Planning.
It is noted that the restoration of territories cannot be limited to merely eliminating the consequences of destruction. The Committee emphasized that the country needs a long-term model of interaction between the state, communities, business, and international partners. One of the key tools for this should be updated legislation on public-private partnership.
Without attracting private capital, it will be difficult to implement large-scale infrastructure projects, as budget resources are insufficient. The Committee explained that the new PPP model should provide clear cooperation rules where the state, communities, and investors work as equal partners, rather than spending years on bureaucratic approvals.
Special attention was paid to the capacity of the communities themselves. For investors to be ready to invest in reconstruction, local authorities must have well-prepared projects, transparent procedures, and clear legal implementation mechanisms.
At the same time, social protection of the population was named an important component of reconstruction by the parliamentarian. The Parliamentary Committee says that restoration will not be effective if people who lost their homes remain without support and opportunities to resolve housing issues.
One of the key solutions in this area, according to her, should be the development of social housing. This concerns not only assistance to vulnerable population groups but also creating conditions for people to return to communities, stabilizing the local economy, and further developing territories.
Social housing programs and new forms of housing support should be integrated into the overall state recovery policy, the Committee believes.
In conclusion, it was noted that the country's reconstruction is not only about rebuilding destroyed facilities but also about forming new rules, responsible governance, and a strategic vision of the future that will allow communities to move from survival mode to sustainable development after the war ends.
