Pensioner moved to Romania: will the Ukrainian pension and insurance record be preserved
Ukrainians who have decided to move permanently to Romania often worry whether their pension will be preserved and who will pay it after changing their country of residence.
The Pension Fund explained that in such a case payments do not stop, but the state responsible for pension provision changes. At the same time, the work experience acquired in Ukraine is not lost and is taken into account when assigning a pension abroad.
Under which agreement are pensions regulated between Ukraine and Romania
Pension provision for citizens of Ukraine and Romania is regulated by the Agreement between the USSR and the Romanian People's Republic on Social Security dated December 24, 1960. Its provisions continue to be implemented by both Ukraine and Romania.
The document is based on the territorial principle. This means that the costs of pension payments are borne by the state on whose territory the person permanently resides.
What happens to the Ukrainian pension after moving
According to Article 5 of the Agreement, after a pensioner moves from one country to another, the pension payment by the previous state ceases after the end of the month in which the relocation took place. Subsequently, the pension is assigned and paid by the competent authorities of the country of new residence — from the first day of the following month.
Will Ukrainian work experience be credited in Romania
Article 4 of the Agreement provides that when assigning a pension, the work experience acquired in the territories of both states is fully taken into account, including the experience for preferential pensions. The calculation of work experience is carried out according to the legislation of the country where the person worked.
Thus, in case of moving to Romania, pension provision will be carried out according to Romanian legislation, and the Ukrainian insurance record will be credited after confirmation from the Pension Fund of Ukraine.
