The State Tax Service reported problems with VAT and excise due to attacks on the energy sector
Execution of the state budget revenue plan for the results of the first five months of 2026 amounted to 101.9%, and for May — 103.7%. This was reported by the head of the State Tax Service, Lesya Karnaukh.
According to her, in wartime, taxes are not only a source of budget replenishment but also an indicator of the state's resilience, the ability of businesses to operate despite challenges, and the responsibility of taxpayers.
According to the State Tax Service, in May the plan for tax and fee revenues controlled by the service was fulfilled at 103.7%. An additional 5.3 billion UAH was received to the budget, and the total volume of revenues to the general fund of the state budget amounted to 148.8 billion UAH.
The largest sources of revenue were corporate profit tax — 68.6 billion UAH, which exceeded the planned indicators by 12.6 billion UAH, as well as personal income tax — 36.7 billion UAH, which is 2.1 billion UAH more than planned.
At the same time, the State Tax Service drew attention to difficulties in fulfilling certain budget-forming indicators, particularly regarding revenues from VAT and excise tax. The service explains this by the consequences of attacks on energy infrastructure, reduced production, and changes in logistics chains.
For the period of January–May 2026, revenues to the general fund of the state budget amounted to 584.7 billion UAH. The plan was fulfilled at 101.9%, which allowed for surplus revenues of 11.2 billion UAH.
Compared to the same period last year, revenues increased by 64.2 billion UAH, or 12.3%.
