Where in Kyiv can you walk your dog: an attempt to eliminate legal confusion failed
In Kyiv, there was not enough support for an initiative addressing one of the most common problems for dog owners — the lack of clear rules for walking dogs and proper infrastructure for pets.
Petition No. 14159, calling for regulation of dog walking rules in the capital and the creation of a network of modern pet playgrounds, did not gather enough votes to be considered by the Kyiv City Council.
The initiative was registered on the Kyiv City Council website on April 2. As of June 2, it had collected about 1,000 signatures out of the required 6,000.
The author of the appeal pointed out that the current city rules for keeping pets contain vague wording regarding places for walking dogs. In particular, terms such as "the back side of the building," "technical side," or "near residential buildings" have no legislative definition and can be interpreted differently.
According to the petition's author, such legal uncertainty causes conflicts between residents, complicates control by law enforcement and municipal services, and also indicates a lack of specially equipped places for walking animals in most districts of the capital.
The appeal proposed reviewing the current regulatory acts of Kyiv, eliminating vague norms, creating a network of modern dog walking areas, introducing digital marking of such zones, and ensuring a transparent mechanism for monitoring compliance with the rules. However, the initiative did not receive the necessary support from Kyiv residents.
