Can Ukrainians Abroad Undergo Assessment of Everyday Functioning
Since January 1, 2025, Ukraine has implemented a system for assessing everyday functioning, which replaced the medical-social expert commissions. It has unified the process and made it more transparent and accessible for people who need support — regardless of their place of residence. This was reminded by the Ministry of Health.
Assessment of everyday functioning is a modern approach that focuses on the real needs of a person, not just formal diagnoses or medical certificates. The purpose of the assessment is to determine how a person's health condition affects their daily life: what exactly limits their functioning, what barriers they face, and what support they need from the state.
"The reform ensures access to this service regardless of where a person is — in Ukraine or abroad. If there is a need for support, if there is a significant impairment of functioning — the state must be there. Including when a person has been forced to leave the country due to war or other circumstances. This right is guaranteed by the Law of Ukraine 'On Amendments to Certain Legislative Acts of Ukraine Regarding the Reform of MSEC and the Implementation of Assessment of Everyday Functioning of a Person'," the Ministry of Health stated.
Who Can Undergo Assessment of Everyday Functioning Abroad and What Is Key
Ukrainians who temporarily or permanently reside outside the country on legal grounds can undergo assessment of everyday functioning. The key is a properly prepared package of medical documents issued in the country of residence, as well as a translation into Ukrainian certified in the prescribed manner.
For cases abroad, it is important that medical documents are substantive and suitable for assessment without an in-person examination in Ukraine. In particular, it is desirable/important that the documents include:
- diagnoses with ICD-10 codes;
- a description of the functional state: how exactly the health condition affects daily life (mobility, self-care, communication, ability to study or work).
This information is exactly what the doctor needs to form a correct electronic referral and serves as the basis for further assessment.
