How the simplified document processing procedure will work for Ukrainians staying in the TOT
As previously reported by the "Judicial and Legal Newspaper", the Government of Ukraine is launching a one-year experimental project that simplifies the return of citizens from temporarily occupied territories.
The Consular Service Department of the Ministry of Foreign Affairs of Ukraine announced that this decision was made for Ukrainian citizens born after August 24, 1991, in temporarily occupied territories.
What does this provide?
The opportunity to obtain a certificate of identity for return to Ukraine. This document allows legal entry into Ukraine through third countries for further processing of a Ukrainian citizen's passport (ID card) or foreign passport.
How will it work?
The processing procedure is simplified:
- if information about the person is absent in state registers, identity can be established based on the testimony of a competent family member who is a Ukrainian citizen;
- applications for children under 16 years old are submitted by parents or legal representatives.
A remote identity verification procedure has been introduced – testimony can be provided, in particular, via video communication.
The service is free of charge – the certificate issuance service is free.

Ukrainian diplomatic missions abroad involved in the experimental project are located in the following countries:
- Embassy of Ukraine in the Republic of Belarus
- Embassy of Ukraine in Georgia
- Embassy of Ukraine in the Republic of Armenia
- Embassy of Ukraine in the Republic of Kazakhstan
- Embassy of Ukraine in the Republic of Turkey
- Consulate General of Ukraine in Antalya
- Consulate General of Ukraine in Istanbul
