The Main Service Center of the Ministry of Internal Affairs explained that after the expiration of a driver's license issued for the first time, it is not always necessary to take theoretical and practical exams.

The decision depends on when exactly administrative offenses in the field of road safety were committed. Only violations committed within the first two years from the date of issuance are taken into account for exchanging such a license.

Theoretical and practical exams must be taken only if the driver committed three or more relevant violations during this period.

If there are fewer violations, the license exchange is carried out without additional exams.

The driver's license can be replaced at any Ministry of Internal Affairs service center, as well as online — through the "Driver's Cabinet" or the "Diia" app.
