Reservation of Clergy: Mandatory Requirements for Document Processing Named
The State Service of Ukraine for Ethnopolitics and Freedom of Conscience reported that it records cases of improper document processing submitted by religious organizations for the reservation of conscripted clergy members.
The agency reminded that according to the Procedure for Submitting Documents for Reserving Clergy during Mobilization and Martial Law, approved by the State Service of Ukraine for Ethnopolitics and Freedom of Conscience order dated November 10, 2025, No. N-177/11, documents can be submitted both in paper and electronic form. At the same time, they must be properly certified: with a handwritten signature or a qualified or advanced electronic signature of the head of the religious organization or religious center (administration).
DESS emphasized that documents processed in violation of established requirements, containing errors, corrections, or unreadable, will remain unconsidered.
The service also stressed the procedure for submitting documents:
- If the document package is sent to the email address of the State Service of Ukraine for Ethnopolitics and Freedom of Conscience, it must be signed with a qualified or advanced electronic signature;
- If the documents are certified with a handwritten signature, they must be submitted in paper form by postal mail to the address of the State Service of Ukraine for Ethnopolitics and Freedom of Conscience.
