Raising medical workers' salaries and "Affordable Medicines": the Parliament defined legislative priorities in healthcare
During a meeting, the Chairman of the Verkhovna Rada Ruslan Stefanchuk, Minister of Health Viktor Liashko, and the leadership of the parliamentary Committee on National Health, Medical Care, and Medical Insurance discussed legislative priorities in healthcare and the preparation of the Government’s activity program. The main focus was on raising salaries for medical workers, introducing self-governance of medical professions, expanding the government program "Affordable Medicines," and other areas of sector development.
It was noted that one of the key tasks remains increasing the level of remuneration for medical workers. In the conditions of a full-scale war, finding the necessary financial resources for this is extremely difficult, as the vast majority of budget funds are directed to the needs of the Defense Forces of Ukraine. At the same time, during the preparation of the draft State Budget for 2027, the Committee, together with the Government, is already working on finding opportunities to increase funding. Despite all challenges, ensuring decent pay for medical workers remains a priority.
Special attention was given by the participants to the introduction of self-governance of medical professions. The Verkhovna Rada has already supported the relevant bill in the first reading. Currently, the review of amendments is being completed, after which the document is planned to be submitted to the profile Committee meeting.
The Committee emphasized that the main goal of the bill is to transfer part of the powers to the professional medical community. It is the medical professionals who should define professional standards, participate in admission to the profession, and be responsible for the quality of medical care. This approach has long been applied in most European countries and should become an important component of the development of the Ukrainian healthcare system, the Committee noted.
It was also emphasized that the joint work plan of the Committee and the Ministry of Health will include further development and expansion of the government program "Affordable Medicines," modernization of existing and construction of new healthcare facilities, preparation of Eurointegration legislative initiatives, development of the medical insurance system, and legislative regulation of cross-border medical cooperation.
