China Prepares New Judicial Rules for Artificial Intelligence and Data Rights
Chinese courts will improve judicial rules regulating issues related to artificial intelligence (AI) and data property rights over the next five years. This was stated by a senior judge of the country's highest judicial body, writes Xinhua.
Liu Guixiang, a member of the judicial committee of the Supreme People's Court of China, reported that Chinese courts will strengthen research and development of new judicial guidelines for emerging industries during the 15th Five-Year Plan period (2026–2030).
According to him, the relevant rules will focus on new forms of business in the digital economy and aim to improve judicial standards in the areas of data rights, data transactions, and content created by artificial intelligence.
This step is intended to promote deeper integration of digital technologies with the real economy, as well as help improve the fundamental mechanisms for using data as a productive resource, Liu Guixiang noted.
These plans are being implemented amid China's intensified efforts to strengthen the legal framework for the development of the digital economy.
The country's Five-Year Plan includes tasks for developing the "Digital China" initiative, including ensuring effective access to computing power, algorithms, and data, as well as forming a healthy and properly regulated development ecosystem.
Teng Jigo, Deputy Secretary-General of the Commission for Political and Legal Affairs of the Central Committee of the Communist Party of China, stated that China will accelerate legislative activities in key, cutting-edge, and international areas, as well as improve the mechanism for rapid legislative response to issues causing public concern and having practical necessity.
Deputy Minister of Justice Wu Zhen reported that the department will work on developing regulations for creating a unified national market and will use legal and regulatory tools to eliminate bottlenecks and barriers that hinder its development.
He also added that comprehensive legislative work will be accelerated to support the healthy development of artificial intelligence, as well as the preparation of legislation related to the development of the low-altitude economy.
