All data about a person for social benefits will be combined into one system: new law establishes the mechanism
A new digital model in the field of social protection has been introduced in Ukraine, which provides for the integration of state registries into a single information system and the automation of the verification of the right to social support. Relevant changes are enshrined in the law that establishes the legal foundations for the functioning of the Unified Information System of the Social Sphere.
The Law No. 4607-IX on the Unified Information System of the Social Sphere has come into force, defining the legal and organizational principles of the Unified Information System of the Social Sphere as a state digital infrastructure in the field of social protection of the population.
What the law on the Unified Information System of the Social Sphere provides
The law establishes the creation of the Unified Information System of the Social Sphere as an integrated information and communication environment that unites electronic resources in the field of social protection. The system includes central and functional subsystems, as well as software and information complexes that ensure the processing, storage, protection, and accounting of data about individuals applying for social support, those entitled to it or receiving it, as well as providers of social services.
The central component of the system is defined as the Unified Social Registry, which ensures the maintenance of electronic personal files, social registration cards of individuals, families, and households. It also records applications for social support, decisions made, accruals, and payments of all types of social support.
Automation of social payments and electronic data exchange
The law provides for the introduction of electronic informational interaction between state registries and information systems. This means that establishing and confirming the right to social support will be carried out based on automated data exchange between state resources without the need for citizens to duplicate information.
Information from applicants' requests will be entered into the system within the framework of electronic interaction between registries, as well as during the operation of system entities. The law provides for integration with a wide range of state information resources, including civil status registries, real estate, vehicles, tax and pension databases, demographic registry, judicial and enforcement systems, educational and medical resources, as well as other state systems defined by the Cabinet of Ministers of Ukraine.
Protection of personal data and access to information
All data processed in the system are confidential. Access to them is granted exclusively within the users' authority with logging of all actions in the system. The law prohibits processing or requesting information beyond defined authorities and provides liability for violations of data protection rules, unauthorized access, or disclosure of information.
Citizens' rights in the Unified Information System
Citizens whose data are entered into the system have the right to freely verify information about themselves, receive notifications about requests to their data, demand correction of information, and receive electronic certificates and extracts with automatically generated identifiers.
Public control and system monitoring
The law provides for the creation of an independent public monitoring body, which includes representatives of civil society and experts in social policy, digital technologies, and cybersecurity. Its functions include monitoring the observance of citizens' rights, analyzing the system's effectiveness, and promoting transparency in the use of budget funds.
Funding for the creation and operation of the system is provided from the state budget, international technical assistance, and other sources permitted by law. The law also provides for the phased implementation of the system and the integration of existing state registries into a unified digital infrastructure of the social sphere.
