The National Guard, SBU, GUR, and Ministry of Defense to Receive Additional Funding — Budget Amendments
The Verkhovna Rada adopted in principle the draft law on amendments to the Law of Ukraine "On the State Budget of Ukraine for 2026" regarding financial support for the security and defense sector. This concerns draft law 15224. 240 deputies voted "for".
The document provides for an increase in state budget expenditures by UAH 1.64 trillion. The funds will be allocated for the procurement and modernization of weapons, monetary support for servicemen, as well as for the protection of energy infrastructure and replenishment of the budget's reserve fund.
The draft law proposes to increase state budget expenditures on national security and defense by UAH 1,560,087.1 million, including:
the general fund by UAH 36,833.8 million, including:
- UAH 1,547.9 million – for the Ministry of Defense (together with the State Special Transport Service);
- UAH 16,431.8 million – for bodies of the Ministry of Internal Affairs system (State Border Guard Service, National Guard);
- UAH 2,469.3 million – for the Security Service of Ukraine;
- UAH 1,803.5 million – for the Main Intelligence Directorate of the Ministry of Defense;
- UAH 14,581.3 million – increase in the reserve funds for the security and defense sector;
the special fund by UAH 1,523,253.3 million, including the following directions:
- UAH 174,279.0 million – for monetary support of servicemen (including accruals);
- UAH 1,371,226.8 million – for the development of weapons and military (special) equipment.
Additionally, the draft law:
- increases the reserve fund by UAH 40,000.0 million to ensure financing under martial law for unforeseen measures, including those related to the elimination of consequences of emergencies caused by the armed aggression of the Russian Federation against Ukraine, and strengthening the country's defense capability;
- provides expenditures of UAH 40,000.0 million for the implementation of Comprehensive Resilience Plans for regions and individual cities to neutralize threats and guarantee national security in the energy sector, ensure a stable passage through the 2026/27 autumn-winter period, and proper living conditions for the population during a special period.
