Electronic Warfare Units Will Receive New Status and Powers – Parliament Prepares Legal Framework for Electromagnetic Warfare
The Committee on National Security, Defense, and Intelligence of the Verkhovna Rada of Ukraine held another meeting where they reviewed a draft law on regulating certain issues in the field of electromagnetic space (reg. No. 13140).
According to reports, the document aims to create legal conditions for the activities of electronic warfare units and seeks further harmonization of Ukrainian legislation with NATO standards.
The draft law proposes to define the legal grounds for conducting electromagnetic attacks, using directed-energy weapons, and creating intentional interference during the repulsion of armed aggression. It also provides for the possibility of conducting military operations in the electromagnetic space by decision of the President of Ukraine.
Separately, the document proposes to consider the blocking of Ukraine's electromagnetic space by another state as an act of armed aggression.
Additionally, the draft law introduces basic terms, including "electromagnetic space (spectrum)", "electromagnetic security", "electromagnetic means", and "electromagnetic interference".
It is also envisaged to grant the General Staff of the Armed Forces of Ukraine powers to organize electromagnetic warfare, including intelligence, protection, influence, and control of the electromagnetic space during a special period.
The draft law proposes to regulate the procedure for imposing temporary restrictions on the use of radio equipment and electronic warfare means regardless of ownership form during martial law.
Following the review, the Committee recommended that the Verkhovna Rada of Ukraine adopt draft law No. 13140 in the first reading as a basis.
