Veterans with severe injuries will be paid up to 100% of the average salary: a new system is being prepared in the Rada
The Ukrainian parliament is considering an initiative that could significantly change the approach to social support for veterans with severe consequences of injuries. It concerns an attempt to move to a more precise, "tied to the real health condition" model of assistance. The Verkhovna Rada Committee on Social Policy and Veterans' Rights Protection has already supported draft law No. 15267 and recommended including it in the agenda and adopting it as a basis.
The draft law on the new support system has taken a step towards the parliamentary hall
The Verkhovna Rada Committee on Social Policy and Veterans' Rights Protection reviewed the draft law "On social support for war veterans with significant loss of functionality due to defending the Homeland from the armed aggression of the Russian Federation" (registration No. 15267).
Following the discussion, deputies supported the recommendation to include the document in the session agenda and adopt it as a basis.
Assistance no longer "by status," but by real consequences
The key idea of the document is to change the very logic of social support for veterans. The draft law proposes moving away from an exclusively status-based approach and introducing a model where the main criterion is the degree of loss of professional working capacity.
This concerns veterans who, as a result of combat actions, suffered injuries, concussions, disabilities, or illnesses and have significant limitations in daily functioning. A separate legal regime of social support is proposed for them.
A new category of veterans: when the percentage of loss of working capacity matters
The draft law introduces a separate category — war veterans with significant loss of functionality. This includes individuals who have been assigned a percentage of loss of professional working capacity obtained as a result of defending Ukraine.
This indicator becomes the central criterion for assigning assistance, effectively bringing the system closer to a medical-social assessment of the person's real condition, rather than just a formal disability status.
Payments tied to the average salary: 80% or full amount
One of the key innovations is the introduction of monthly state social assistance, the amount of which directly depends on the degree of loss of working capacity.
If it is from 66% to 84%, a payment of 80% of the average monthly salary in Ukraine for the previous year is provided. In case of loss over 84% — 100% of the average salary.
Thus, it is proposed to effectively "tie" support to the average economic indicator in the country, rather than fixed social standards.
Who and how will pay: the role of registries and digital services
Administration of payments is planned to be assigned to the Ministry for Veterans Affairs of Ukraine using the Unified State Register of War Veterans. This means a transition to a maximally digitized model of accounting and assigning assistance.
Applications for receiving payments can be submitted through electronic services, including via the Diia mobile app, which should simplify access to the program for veterans, including those abroad.
Reparations instead of the budget: a separate financial scenario
Special attention in the draft law is paid to sources of funding. It is envisaged that payments may be made not only from the state budget but also from reparations, confiscated assets, or other recoveries from the Russian Federation.
In such cases, assistance can be provided regardless of whether the person receives other social payments or a pension. This creates an alternative financial channel for supporting affected veterans.
During the review, deputies emphasized that the proposed model allows for a more accurate consideration of the consequences of injuries and the real condition of the person. In their opinion, the key is not the formal status but the actual impact of loss of functionality on daily life and working capacity.
According to the initiative's logic, this should make the system more fair and targeted.
What else the draft law changes: from identification to restrictions
The document separately regulates a number of procedural issues. In particular, it concerns the procedure for recalculating assistance in case of changes in the degree of loss of working capacity, grounds for termination or resumption of payments, as well as the mechanism for returning overpaid funds.
Special rules are also provided for veterans abroad: they must undergo annual physical identification by December 31.
Restrictions on seizure of these payments are also defined — in most cases they are protected, except for alimony or compensation for health damage.
How the idea of the new support model appeared
As previously reported, draft law No. 15267 dated May 22, 2026, was developed in response to the limitations of the current social security system.
Currently, it is mostly based on pension and insurance mechanisms and does not fully take into account the degree of loss of professional working capacity in percentages. This approach is proposed to be changed.
The document also provides for amendments to a number of laws, including those on social insurance, rehabilitation of persons with disabilities, and enforcement proceedings, to align the new system with the existing legal framework.
What’s next: possible transition to a new social model
If the draft law is adopted in full, Ukraine will receive a separate mechanism of monthly support for veterans with severe consequences of injuries, which will be tied to the degree of loss of working capacity and the average salary in the country.
Effectively, this is an attempt to form a new architecture of social protection for veterans — more differentiated, digital, and focused on the real health condition of the person.
