Ship Captains May Be Fined Tens of Thousands of Hryvnias for Failing to Assist People at Sea
The Cabinet of Ministers has registered draft law No. 15461 in the Verkhovna Rada, titled "On Amendments to Article 284 of the Criminal Code of Ukraine regarding the responsibility of ship captains for failing to assist people in distress or who have experienced distress."
The draft law aims to bring the provisions of Article 284 of the Criminal Code of Ukraine into compliance with international treaties and Ukrainian law.
The proposed amendments to Article 284 of the Criminal Code of Ukraine seek to:

Clarify the object of the criminal offence: specifically, the circumstances under which a captain, obligated to provide assistance to people in distress, passively fails to fulfil this duty, as stipulated by Ukraine’s international treaties, Articles 59 and 61 of the Code of Merchant Shipping of Ukraine, and Article 62 of the Law of Ukraine "On Inland Water Transport."

Increase the main penalty for the criminal offence outlined in Article 284 of the Criminal Code of Ukraine. The maximum fine will rise from 100 non-taxable minimum incomes of citizens (UAH 1,700) to a fine ranging from 1,000 to 3,000 non-taxable minimum incomes of citizens (UAH 17,000 — UAH 51,000).
