Procedural Deadlines in Administrative Proceedings: Overview of the Supreme Court Practice
The Supreme Court has published a review of judicial practice dedicated to procedural deadlines in administrative proceedings.
The review systematizes the legal positions of the Supreme Court in the following main areas:
- general provisions on procedural deadlines in administrative proceedings;
- calculation, renewal, and extension of deadlines for appealing to the administrative court (first, appellate, and cassation instances);
- features of applying procedural deadlines in various categories of administrative cases (in the fields of public finance, protection of social rights, public service).
The first edition of this thematic review covers the legal positions of the Supreme Court on key issues that arose in administrative proceedings from January 2018 to March 2026. The review is planned to be periodically updated, expanding the range of issues related to the application of procedural deadlines in administrative proceedings, including taking into account legislative changes, as well as updating established approaches and drawing attention to deviations from previous practice.
This review will serve as a guide for judges, lawyers, and those interested in administrative proceedings.
