Ukrainians May Have Mobile and Internet Rules Changed: Separate Services Instead of Packages and New Tariffs
Ukrainians may have the rules for using mobile communication and the internet changed. Thus, a round table dedicated to improving the mechanisms for ensuring the availability of universal electronic communication services was held at the Committee on Digital Transformation.
Participants discussed ways to expand citizens' access to basic internet and mobile communication, especially for socially vulnerable groups of the population, as well as possible legislative changes in this area.
During the discussion, issues of ensuring access to voice communication services and the Internet network, which are guaranteed by law, were considered. The regulator in the field of electronic communications presented a draft legislative amendment that provides for the possibility of purchasing separate services instead of package offers, state regulation of maximum tariffs for basic communication services, designation of operators to provide communication in areas with insufficient coverage, as well as the creation of a special fund for the development of telecommunications infrastructure.
At the same time, representatives of the Ministry of Digital Transformation drew attention to the experience of European Union countries, where the development of competition and market mechanisms contributes to expanding coverage more effectively than direct state intervention. Among the proposed solutions are the introduction of special tariffs for socially vulnerable groups of the population and reducing costs for network construction in remote settlements.
Representatives of industry associations also expressed their proposals regarding possible legislative changes. They emphasized the need to maintain the resilience of electronic communication networks during wartime and proposed wider use of existing market tools to support service accessibility instead of introducing radical changes. The event was attended by members of parliament, representatives of central executive authorities, the business community, and relevant associations.
