Risk-oriented control and digital services: The STS changes its approach to working with business
The State Tax Service of Ukraine has focused since the beginning of the full-scale invasion on ensuring the uninterrupted operation of the tax administration system and the availability of services for businesses and citizens. This was stated by the acting head of the STS, Lesya Karnaukh, during an international conference organized by the IMF and the Independent Authority for Public Revenue of Greece.
One of the key tasks at the initial stage was stabilizing the operation of the tax system under martial law conditions. Despite difficult circumstances, it was possible to ensure the continuous functioning of tax services across the country, as well as round-the-clock operation of electronic resources.
The STS notes that further attention was focused on modernizing approaches to interaction with taxpayers. When analyzing problematic issues, business appeals regarding the blocking of tax invoices, excessive administrative burden, duplication of certain procedures, and conducting inspections were taken into account.
It is reported that today the tax service interacts not only with millions of business entities but also with citizens, which requires modern management tools and new approaches to administration. Among the agency's priorities are improving the quality of services, developing analytical tools, and digitizing processes.
Karnaukh noted that over the past one and a half years, the STS has been implementing a number of changes aimed at improving the system's operation. In particular, this concerns the introduction of a risk-oriented approach instead of total control, process automation, development of electronic services, creation of a unified digital ecosystem, and strengthening preventive work with taxpayers.
According to her, all transformations are carried out within the framework of the National Revenue Strategy until 2030. Their goal is to form a modern tax system that combines effective tax administration, transparent rules of operation, quality service, and extensive use of digital technologies.
