In 2026, the issue of undergoing the Military Medical Commission (MMC) remains one of the key elements of military registration and staffing of the Armed Forces of Ukraine under martial law conditions. The medical examination allows determining the fitness of citizens for military service, as well as assessing the health status of servicemen during their service. Legislation provides for mandatory MMC for certain categories of citizens and defines the procedure for obtaining a referral for the medical examination.

Who needs to undergo the MMC in 2026

Under martial law, undergoing the Military Medical Commission is mandatory for several categories of citizens.

- Conscripts

Conscripts are subject to mandatory medical examination, including those who have received a summons or referral from the Territorial Recruitment and Social Support Center.

This particularly applies to citizens who previously had the status "unfit for military service in peacetime, limited fitness in wartime." After the cancellation of the "limited fitness" category, such persons must undergo a repeated medical examination if they have not done so before.

Undergoing the MMC is also mandatory for citizens who decide to enter military service under contract.

- Servicemen

Servicemen also undergo the Military Medical Commission if there is a need to assess or review their health status, especially after receiving wounds, injuries, or illnesses.

A special procedure is established for women who obtained medical or pharmaceutical education after 2025. After automatic military registration, they must undergo the MMC medical examination within 60 days, update their registration data, and arrange military registration documents.

Is it necessary to undergo the MMC if there is a booking or deferral

As a rule, conscripts who have an official deferral from mobilization or are booked by enterprises, institutions, or organizations are not required to undergo the Military Medical Commission. This was reminded by the Ministry of Defense.

However, there are exceptions. A medical examination is necessary when concluding a contract for military service. Also, repeated MMC is mandatory for persons who still have an old conclusion of unfitness in peacetime and limited fitness in wartime and have not yet undergone a new medical examination. An exception is made for persons with disabilities whose status is confirmed in the prescribed manner.

Additionally, a citizen may undergo the MMC voluntarily.

Who issues referrals for the MMC

To undergo the Military Medical Commission, it is necessary to obtain the appropriate referral.

Such documents can be issued by the heads of Territorial Recruitment and Social Support Centers, heads of the Armed Forces of Ukraine Recruitment Centers, as well as commanders of military units regarding servicemen undergoing service.

Currently, conscripts can issue an electronic referral remotely through the "Reserv+" application. To do this, open the "Services" section, select the function to obtain a referral for the MMC, fill in the necessary data, and submit a request. After verifying the information, the electronic document will appear in the user's personal account.

Thanks to this, it is no longer necessary to personally visit the Territorial Recruitment Center to obtain a referral. However, this option is only relevant when the medical examination can be conducted at the Territorial Recruitment Center where the citizen is registered for military service.

For active servicemen, a different mechanism is provided. They can obtain a paper referral by submitting a digital report through the "Army+" application. A mandatory condition is the presence of a medical document confirming the doctor's recommendation to undergo the Military Medical Commission.

What is the difference between a summons and a referral for the MMC

A summons and a referral for the MMC have different legal purposes.

A summons is a document that obliges a citizen to appear at the Territorial Recruitment and Social Support Center to clarify military registration data or perform other measures related to mobilization.

A referral for the MMC, in turn, is a separate document that grants the right to undergo a medical examination for a specific purpose. In particular, it may be issued for mobilization procedures, concluding a military service contract, admission to a military educational institution, or other cases provided by law.
