Ukraine is preparing mechanisms and incentives for the return of its citizens from abroad, as about 8 million Ukrainians currently reside outside the country due to the war. The authorities are already discussing with European partners the possibility of financial support for such programs; however, the key prerequisite for people’s return remains the security situation and adequate living conditions in Ukraine.

This was reported by Foreign Minister Andrii Sybiha during a speech in the Verkhovna Rada.

According to him, while earlier estimates indicated about 6 million Ukrainians abroad, current assessments show that their number has reached 8 million.

The vast majority of citizens left the country after the start of the full-scale Russian invasion, fleeing combat, shelling, and occupation. A significant portion of Ukrainians found shelter in European Union countries, where they have temporary protection, social support, and access to the labor market.

The Ministry of Foreign Affairs emphasizes that mass migration is not only a demographic issue. The outflow of millions affects the economy, labor market, and the possibilities for post-war recovery of the state. Already, certain sectors are experiencing a shortage of workers, and after the war ends, human resources will become one of the key factors in rebuilding the country.

Therefore, the government considers the return of Ukrainians home as one of the priority directions of state policy for the coming years. As Andriy Sybyha noted, this issue is already becoming a security challenge, and the state is working on comprehensive solutions to encourage citizens to return.
