Over 5 million UAH in losses on phone purchases for the Armed Forces: city council officials to be tried in Poltava region
In Poltava Region, city council officials and a company director will be tried for the purchase of satellite phones for the military with losses exceeding 5 million UAH, the prosecutor's office reported.
An indictment was sent to court against three officials of a department of one of the city councils in Poltava Region and the director of the company.
According to the investigation, in 2023 the department, within the framework of a local program supporting the Defense Forces, was to purchase 70 satellite phones. For this, a contract was concluded with the company for more than 13 million UAH.
According to law enforcement, the purchase was made without open bidding, and the supplier was predetermined. To justify the cost, one of the officials prepared a formal market monitoring with commercial proposals from enterprises that in fact did not supply such equipment.
The investigation also established that at the time of delivery, the company director did not have satellite phones in stock and could not transfer them to the customer. Nevertheless, official documents contained information about the alleged delivery and receipt of the equipment.
Based on these documents, the department director signed payment instructions, after which the entire contract amount — over 13 million UAH — was transferred to the company's account.
Only after receiving the budget funds did the company director purchase the satellite phones at a significantly lower price. According to the investigation, part of the received funds was legalized through financial transactions via accounts of other enterprises.
In November 2025, the scheme participants were notified of suspicion under Part 2 of Article 28, Part 2 of Article 364, Part 2 of Article 28, Part 1 of Article 366, and Part 1 of Article 209 of the Criminal Code of Ukraine. This concerns abuse of official position, official forgery, and legalization of property obtained by criminal means.
A civil claim for compensation of damages has been filed within the criminal proceedings.
