Pensions in July 2026: Who Will Receive Supplements Over 500 Hryvnias and What Changes Are Being Prepared for Ukrainians
As is known, Ukraine is preparing changes to the pension system that may become the basis for a future pension reform. During discussions with government representatives, members of parliament outlined the key directions they propose to focus on in the near future.
One of the main tasks is called increasing the wage replacement ratio by pension. Parliament believes this indicator should be at least 40%, and in the future rise to 60%. To achieve this, a phased mechanism is planned to be developed.
Another important issue is pension provision for mobilized servicemen. Deputies point out that currently the right to a pension for length of service is practically only available to career military personnel, while the current system is largely based on approaches formed decades ago.
Among the priorities is also the unification of pension rules for all citizens. At the same time, it is proposed to maintain the current retirement age of 60, 63, or 65 years depending on the length of insurance record.
While discussions on the future pension reform continue, the pension provision system operates under current rules. In July 2026, Ukrainian pensioners will not receive a new general indexation since the main increase in payments already took place in spring.
After the March pension increase of 12.1%, the government does not plan an additional mass review of payments mid-year. Basic social standards remain unchanged, but certain categories of citizens will continue to receive legislated supplements and allowances.
Payments Provided for Veterans
Additional guarantees remain for veterans. They are entitled to a supplement of 25% of the subsistence minimum for persons who lost working capacity, which currently amounts to 648.75 UAH. A monthly targeted assistance of 40 UAH is also provided.
Moreover, after accounting for all supplements and allowances, a veteran's pension payment cannot be less than 6197 UAH.
Who Can Retire Earlier
Combatants have the right to early pension provision. Men can apply for a pension from age 55 with at least 25 years of insurance record. For women, this possibility is provided from age 50 with at least 20 years of insurance record.
Age Supplements for Pensioners
Age-related supplements continue to apply for civilian pensioners. Their amount depends on the pensioner's age:
- from 70 to 74 years — up to 300 UAH;
- from 75 to 79 years — up to 456 UAH;
- 80 years and older — up to 570 UAH.
The Pension Fund also continues recalculations of payments for working pensioners. This concerns citizens who, after the previous recalculation, have acquired at least 24 months of insurance record or if two years have passed since the last pension review.
In such cases, the pension amount may be increased taking into account the additionally acquired record. Pensioners may also receive compensation for previous months.
Despite the expectations of many elderly Ukrainians, a new general pension indexation is not planned for July. The main increase in payments for 2026 already took place in March and remains the main pension revision for this year.
As the "Judicial and Legal Newspaper" wrote, the Ministry of Social Policy reported on work on pension reform, which envisages a transition from special pensions to professional ones. According to the Minister of Social Policy Denys Ulyutin, a professional pension will allow accumulation formation already after the first year of professional contributions and preserve them even when changing the field of activity.
