A fine 10 times higher than the ticket price: for which violations passengers are punished on Ukrzaliznytsia trains
Despite the difficult conditions of martial law, railway transport remains one of the most popular ways to travel across Ukraine. For many citizens, trains have become a reliable means of travel between regions, providing relative safety, accessibility, and stable connections.
Thousands of passengers use Ukrzaliznytsia services daily, but not everyone knows that during the trip it is necessary not only to have a ticket but also to follow the established rules of conduct. Violating these requirements can result in administrative liability and significant fines.
Which violations can cost passengers money
One of the most serious violations is traveling without a properly issued ticket. According to the law, a passenger without a ticket must pay an amount ten times the cost of the trip. For example, if the ticket costs 250 hryvnias, the fine will be 2500 hryvnias. That is why it is recommended to buy tickets in advance — through the official website, mobile app, or railway ticket offices.
In addition, fines are provided for other violations of railway transport usage rules:
- throwing garbage out of carriage windows or crossing railway tracks in prohibited places — from 34 to 170 hryvnias;
- smoking in carriages, vestibules, or on platform territory — from 85 to 340 hryvnias;
- non-compliance with fire safety requirements — 850 hryvnias for passengers, and for employees, the fine can reach 10,200 hryvnias;
- exceeding the allowable hand luggage limits — 17 hryvnias;
- manufacturing, using, or selling forged travel documents — from 510 to 850 hryvnias.
Damage to railway property is punished separately. If a person intentionally damages passenger carriage equipment, breaks locomotive or carriage glass, they face a fine ranging from ten to thirty non-taxable minimum incomes of citizens.
Similar liability applies to damage to railway infrastructure, including tracks, protective forest plantations, snow protection structures, signaling systems, and communication means. For citizens, the fine ranges from ten to thirty non-taxable minimum incomes, and for officials — from twenty to sixty.
Stricter punishment awaits those who leave foreign objects on the rails that can threaten train movement. Such actions entail a fine from fifteen to forty non-taxable minimum incomes of citizens.
Violation of rules for transporting dangerous substances or items in hand luggage is also subject to liability. In such cases, the offender may receive a warning or a fine from six to ten non-taxable minimum incomes.
Administrative penalties are also provided for carrying baggage exceeding established norms — from half to one non-taxable minimum income of citizens. The list of penalties is defined by the Rules for the transportation of passengers, baggage, cargo baggage, and mail by railway transport of Ukraine.
Railway transport operates under clearly defined rules mandatory for all passengers. Compliance with them helps avoid conflicts, additional expenses, and ensures a comfortable and safe journey. Therefore, before traveling, it is worth familiarizing yourself with the current requirements and strictly following them.
