Ukraine is preparing a penalty points system for drivers: when driving licenses will be revoked for traffic violations
Ukraine is discussing the introduction of a new accountability model for systematic traffic offenders. A number of legislative initiatives aimed at improving road safety have already been developed in parliament. Among them is bill No. 14133, which provides for the introduction of a penalty points system for traffic violations.
As the Deputy Chairman of the Parliamentary Committee on Transport and Infrastructure explained, the bill takes into account approaches developed in European countries, including Germany, the United Kingdom, and others.
The document stipulates that a point is assigned for each violation; if a person accumulates 15 points within 365 days, their driving license is suspended.
To restore the right to drive, it will be necessary to retake training at a driving school and pass theoretical and practical exams.
According to politicians, fines are not a sufficient deterrent for many drivers, whereas the risk of losing a license can genuinely influence road behavior.
According to sociological data cited in the Verkhovna Rada, over 70% of our citizens do not violate traffic rules or commit minor violations. Accordingly, if the law is adopted, the introduction of penalty points will definitely not affect the majority of people.
The Committee on Transport and Infrastructure noted that parliament is generally ready to support the relevant changes due to the high number of road accidents and daily tragedies on the roads.
Earlier, the Prime Minister of Ukraine, Yuliia Svyrydenko, reported large-scale speeding violations recorded by the automatic detection system.
According to her, over the past 12 months, automatic cameras detected nearly 2,900 drivers who exceeded the speed limit more than 50 times.
In addition, more than 35,000 drivers were caught by cameras more than 10 times a year, and almost 12,500 more than twenty times.
Therefore, Ukraine plans to introduce a gradation of fines depending on the level of speeding and strengthen responsibility for systematic offenders.
The number of cameras will also be increased to over 410 complexes; currently, 377 are operational.
Recall that on June 5, 2026, around 5:00 PM on Chokolivskyi Boulevard in Kyiv, an accident occurred that shocked all of Ukraine. Four pedestrians died as a result of the accident – two district police officers, a woman, and a 12-year-old boy. Three more people were injured.
The driver was detained and charged under Part 3 of Article 286 of the Criminal Code of Ukraine.
On June 8, the Shevchenkivskyi District Court of Kyiv chose a preventive measure for him — detention for 60 days without the right to bail.
It later emerged that the driver worked for a taxi service and was carrying a passenger. The online taxi service Bolt responded and announced enhanced safety rules afterward. From now on, it will permanently restrict access to the platform for drivers who receive at least two complaints about speeding or dangerous driving behavior.
