Preserving Free Parking Spaces and Reasonable Rates – Kyiv Residents Demand a Review of Parking Approaches
An electronic petition No. 14310 has appeared on the Kyiv City State Administration website demanding a transparent parking policy in the capital, preservation of accessible free parking spaces, and justification of paid parking rates.
The appeal notes that in recent years, Kyiv has seen a practice of converting previously free parking spots into paid zones by applying markings and installing road signs. At the same time, as stated in the petition, city residents do not receive sufficient information about the reasons for such decisions, the mechanism for setting rates, and the directions for using parking revenues.
The authors specifically draw attention to the increase in parking costs without public disclosure of economic calculations and without noticeable development of parking infrastructure.
The petition emphasizes that parking policy should balance the interests of the community, the city, and vehicle owners. It also highlights the need to preserve accessible free parking spaces in residential areas, near social infrastructure facilities, and in places where alternative parking options are absent.
Among the proposed demands are the publication of the methodology for setting paid parking rates, annual open reports on revenue and expenditure, maintaining a sufficient number of free parking spaces in each district, and preventing the complete conversion of street parking to paid status.
It is also proposed to develop a long-term city program for constructing various types of parking facilities, conduct public consultations before expanding paid zones, and publish analyses of the impact of such decisions on residents. Separately, the petition mentions the possible allocation of part of parking revenues to the development of transport infrastructure and creation of new parking spaces.
The petition authors stress that their goal is not to abolish paid parking as a city management tool. The aim is to ensure transparency, clear rules, and a balanced approach where residents have access to information about rates, expenditure, and infrastructure development.
"The community has the right to see the justification of rates, the results of the use of paid funds, and the real development of infrastructure that justifies the additional financial burden on city residents," the petition emphasizes.
