In Ukraine, it is proposed to significantly strengthen the state migration policy, introduce stricter control mechanisms over the stay of foreigners, and update approaches to the state's migration security. The initiative is presented in the form of a petition submitted to the Cabinet of Ministers of Ukraine and contains a set of proposals for reforming the relevant legislation and its application practices.

Citizens urge the government to carry out a comprehensive update of approaches in the field of migration, strengthen control over foreigners' compliance with the law, and improve mechanisms of interaction between state bodies in this area.

The authors of the appeal emphasize that the basis for the initiative is public concern about certain high-profile cases of offenses committed by persons who are not citizens of Ukraine. At the same time, it is stressed that every person staying on the territory of the state, regardless of citizenship, is obliged to comply with the Constitution and laws of Ukraine.

The petition also recalls constitutional norms, in particular Article 3, which defines a person, their life, and security as the highest social value, as well as Article 26, which enshrines the equality of rights and obligations of foreigners and citizens of Ukraine before the law.

It is separately noted that Ukraine, as a democratic state, guarantees respect for human rights and fulfills international obligations, but at the same time has the sovereign right to determine the conditions of entry, stay, and expulsion of foreigners, provided that the principles of legality and non-discrimination are observed.

The initiators of the appeal draw attention to the experience of certain European countries where, according to them, insufficiently effective management of migration processes created additional challenges for security and social stability. In this context, they call on Ukraine to take into account international experience and introduce preventive control mechanisms.

The document also emphasizes the need to balance the openness of the state to law-abiding foreigners and the protection of national interests, and control over the stay of foreigners should be carried out according to uniform objective criteria.

Among the measures proposed to the government are conducting an audit of the current migration policy, strengthening checks on foreigners, improving information interaction between the State Migration Service, police, Security Service of Ukraine, and international partners, as well as expanding mechanisms for forced return and expulsion of persons who violate the law.

It is separately proposed to introduce simplified procedures for highly qualified specialists, scientists, investors, and representatives of professions important for Ukraine's post-war recovery, as well as to strengthen the verification of all applicants for residence, work, or study permits.

In addition, the initiators call for mandatory informing of foreigners about Ukrainian legislation, regular publication of migration statistics, and the development of a long-term state strategy for migration security.

The petition No. 41/010131-26ep emphasizes that the proposed measures are not aimed at restricting human rights or discrimination but are intended to ensure equal application of the law, strengthen law and order, and form a balanced migration policy.
