Salaries of civil servants should be tied to work results: those who work better receive more
In Ukraine, it is proposed to significantly expand the concept of "State in a smartphone" and transfer all administrative services that do not require the personal presence of citizens into a digital format.
The relevant petition No. 41/010146-26ep has been registered addressed to the Cabinet of Ministers. Its author believes that maximum digitalization of state services, rejection of paper certificates, and further decentralization will help reduce bureaucracy, increase the efficiency of the state apparatus, and minimize corruption risks during the provision of administrative services.
It is proposed to transfer all available state services to "Diia"
One of the main proposals is to transfer 100% of state administrative services that do not require the physical presence of the applicant into a digital format through the "Diia" application.
According to the author of the initiative, this will simplify access to state services and reduce the need for personal visits to state institutions.
Paper certificates are to be replaced by electronic data exchange
The petition also provides for the introduction of electronic document flow between all state authorities.
It is proposed to ensure automatic information exchange between agencies, which will allow abandoning the use of paper certificates when receiving administrative services.
Salaries of civil servants are proposed to be linked to work results
The author of the petition also advocates reforming the civil servants' remuneration system.
In particular, it is proposed to link the salary level to the efficiency of work and key performance indicators (KPI) of the specific agency, as well as to reduce the excessively expanded staff of state bodies.
Most powers for providing services are proposed to be transferred to communities
Separately, the petition proposes to continue the decentralization reform.
According to the initiative, 80% of the powers for service administration should be transferred to the level of united territorial communities.
