Issuing a Ukrainian citizen's passport in the form of an ID card does not always require full payment of the administrative fee. For certain categories of citizens, the legislation provides benefits that allow obtaining the document for free or with significant cost compensation.

In particular, the first passport issued after reaching the age of 14 is free of charge, and people who were held in places of detention due to armed aggression against Ukraine may be fully exempt from paying the administrative fee. Additionally, local communities have the right to compensate part of the costs for issuing or exchanging documents at the expense of local budgets.

The State Migration Service reminded about the current benefits when issuing a Ukrainian citizen's passport in the form of an ID card.

The first passport at 14 years old is issued free of charge

The first Ukrainian citizen's passport in the form of an ID card, issued after reaching the age of 14, is provided free of charge.

To obtain the first document, citizens do not pay the administrative fee or other payments related to its issuance.

Local communities can compensate part of the document issuance costs

For other categories of citizens, partial exemption from paying the administrative fee is possible.

Legislation allows local self-government bodies to compensate part of the cost of the administrative service and/or the document form at the expense of local budgets.

Compensation for the cost of issuing or exchanging documents, including in cases of lost or stolen documents, amounts to 50% of the administrative service cost.

Who can be exempt from paying the administrative fee for passport issuance

A special benefit is provided for persons who were held in places of detention due to armed aggression against Ukraine.

The administrative fee is not charged for issuing a Ukrainian citizen's passport to a person who was held in places of detention due to armed aggression against Ukraine, or to a person for whom the fact of deprivation of personal liberty has been established in accordance with Ukrainian law.

This benefit can be used if an application is submitted within one year from the day of release and a document confirming the relevant fact is provided.

Which documents can be issued under preferential conditions

Preferential conditions may apply when issuing or exchanging documents, as well as in cases where documents were lost or stolen.

The Migration Service urges citizens to check in advance the availability of local compensation programs, as decisions on such support are made by local self-government bodies at the expense of the respective communities' funds.
