Job vacancies with salary "based on interview results" should be recognized as a violation
In Ukraine, it is proposed to introduce new rules for employers and job search services that will require indicating the salary amount or its clear range in every job vacancy.
The initiator of the relevant appeal to the government believes that hiding information about wages creates unequal conditions for candidates, forces people to spend time on interviews without understanding their future earnings, and may exacerbate discrimination in the labor market. At the same time, this practice is gradually becoming a standard in European Union countries.
Petition No. 41/010153-26ep proposes amendments to labor and employment legislation, prohibiting employers and recruiting platforms from posting vacancies without specifying a concrete salary amount or its minimum and maximum limits.
Why vacancies without salary are called hidden discrimination
The appeal states that the absence of wage information in vacancies is often used as a tool to lower the compensation level offered to candidates.
Specifically, it refers to common phrases such as "salary based on interview results" or "we consider the candidate's wishes." According to the appeal's initiator, such approaches allow employers to offer different pay levels to different candidates for the same job.
Concealing the vacancy budget can exacerbate gender and social inequality. It is noted that due to psychological and social factors, women and young specialists more often underestimate their financial expectations, and the lack of wage information only deepens this problem.
Weeks of interviews without results: the problem they propose to solve
The issue of candidates' time costs for employment is raised separately.
It is noted that job seekers often go through several interview stages, complete test tasks, and spend days or even weeks doing so without knowing the actual wage level. Only at the end of the selection process do they find out that the offered salary does not meet their expectations or cover basic needs.
What may change after the introduction of new rules
Mandatory salary indication in vacancies will promote greater equality in the labor market.
It is expected that every candidate will have the same understanding of the compensation level before the interview begins, regardless of self-presentation skills, negotiation experience, or financial expectations.
Moreover, transparency about wages can make the hiring process more efficient for both employers and candidates, as both parties will be able to more quickly assess the match between the vacancy and the potential employee's expectations.
Which European standards the petition refers to
The European Union has the Pay Transparency Directive.
The document requires employers to provide candidates with information about the wage level before the interview. The appeal's initiator believes that as a candidate country for EU membership, Ukraine should implement similar standards now.

The petition proposes amendments to the Law of Ukraine "On Advertising" and the Law of Ukraine "On Employment of the Population."
It is proposed to recognize the publication of vacancies without specifying the salary amount or its range as a violation.
What changes are proposed for job search services
It is proposed to require online job platforms to make the "Salary" field mandatory when employers post vacancies.
According to the petition's author, salary transparency is a sign of respect for employees and an important condition for fair competition in the labor market. Therefore, the Cabinet of Ministers is urged to support this initiative and promote the formation of a more open and understandable labor market.
