The National Police is investigating possible undervaluation of the Ocean Plaza shopping center in Kyiv before its sale
The Main Investigation Department of the National Police of Ukraine is investigating a criminal case under Part 2 of Article 364 of the Criminal Code of Ukraine – abuse of power or official position that caused serious consequences. The case concerns possible abuses during the preparation for the sale of the Ocean Plaza shopping center, an asset seized for the state’s benefit by a decision of the High Anti-Corruption Court. This was reported by the Office of the Prosecutor General.
According to the investigation, certain officials of the State Property Fund of Ukraine may have acted in the interests of representatives of commercial entities to create conditions for the sale of this asset to a predetermined business entity at an artificially undervalued price.
“In particular, during the investigation, facts of possible influence on the procedure for evaluating the shopping center, forming the starting auction price, determining the terms of sale, and restricting the circle of potential buyers are being verified, which may lead to the sale of a state asset at a price that does not correspond to its real market value and cause losses to the state budget of Ukraine,” the Office of the Prosecutor General stated.
On June 18, 2026, within the framework of the criminal proceeding, sanctioned searches were conducted at the residences of certain officials of the State Property Fund of Ukraine.
Documents that may be significant for the investigation were seized during the investigative actions.
The pre-trial investigation is ongoing.
