Housing voucher allowed to be used as a down payment for the eOselya program
The government has allowed the use of a housing voucher as a down payment under the mortgage lending program “eOselya.”
These changes provide for the combination of the “yeVidnovlennya” program component — “Housing for IDPs from TOT” — with the state mortgage program “eOselya.” At the first stage, the mechanism will be available to internally displaced persons from temporarily occupied territories who have the status of combatants or persons with disabilities due to the war.
At the same time, for the full launch of the mechanism, it is necessary to adopt amendments to the legislation in the field of mortgages. The relevant draft law No. 15335 "On Amendments to Certain Laws of Ukraine Regarding Real Estate Acquired in Mortgage" is currently under consideration by the Verkhovna Rada.
The government reminds that even at the launch stage of the “Housing for IDPs from TOT” program, the possibility of using the housing voucher not only for direct purchase of housing but also in combination with a mortgage was laid down. For this, it is necessary to coordinate the mechanisms of the two state programs.
After the necessary legislative changes are completed, at the next stages of financing the component, the nearest of which is expected in September this year, the housing voucher can be used to pay the down payment on a mortgage within the eOselya program.
The government clarifies that this is not additional financial assistance: the voucher is part of the payment for the cost of housing and will help to use a mortgage loan.
The adopted changes have already come into force.
It should also be noted that the Cabinet of Ministers approved the procedure for implementing the new housing program “Houses in the Village.” It is aimed at expanding housing opportunities for internally displaced persons who lost their homes due to the full-scale war.
