The government has expanded the conditions of the state housing program by adding veterans, war participants, and family members of fallen soldiers to the list of beneficiaries.

The Cabinet of Ministers amended the resolution dated August 2, 2022, No. 856, expanding the affordable housing loan program “eOselya.” From now on, veterans and family members of fallen servicemen will be able to use a mortgage at an interest rate of 3% per annum. This was reported by the Ministry of Veterans Affairs.

Who can receive a preferential loan

The right to a loan at 3% per annum was granted to:

  • veterans;
  • veterans with disabilities caused by the war;
  • war participants;
  • family members of deceased veterans;
  • family members of deceased Defenders of Ukraine.

Previously, veterans were subject to the standard program conditions: 7% per annum for the first ten years of the loan agreement and 10% per annum starting from the eleventh year.

Loan conditions

The maximum loan term is up to 240 months, or 20 years.

For borrowers aged up to 25 inclusive, the minimum down payment must be at least 10% of the housing cost. For borrowers aged 26 and older — at least 20%.

When applications can be submitted

The new program conditions will be available one month after the official publication of the resolution on the government portal.

To obtain a loan, an application must be submitted electronically through the Unified State Web Portal of Electronic Services, including via the “Diia” app.

Which housing programs are already available for veterans

The Ministry of Veterans Affairs reminded that several state support programs are already in place for veterans and their families. Among them:

  • cash compensation for housing purchase for veterans with disabilities of groups I and II;
  • housing vouchers for veterans and disabled internally displaced persons;
  • compensation for housing rental expenses;
  • the “eOselya” program with a 3% annual rate for mobilized servicemen and those serving under contract.
