Judicial Guard Service Official Combined Public Office with Leadership of a Private Company: NACP Filed a Protocol
The National Agency on Corruption Prevention (NACP), based on monitoring compliance with anti-corruption legislation in the first half of 2026, approved 22 substantiated conclusions regarding possible violations.
As reported by the NACP, 13 of these concerned signs of corruption-related criminal offenses with total established damages exceeding 67.8 million UAH, and another 9 involved signs of corruption-related violations.
Additionally, the Agency drew up 10 protocols on administrative offenses related to corruption, and issued 39 orders to eliminate violations of anti-corruption legislation requirements, ethical behavior, and conflict of interest regulation.
In particular, the Agency established facts of violations of restrictions on receiving gifts by officials of forestry bodies, the Kyiv City State Administration, and a district court judge.
This concerns receiving as a gift a land plot valued at over 236 thousand UAH, purchasing a vehicle at a price below the minimum market value, as well as free use of an apartment worth more than 122 thousand UAH. In all cases, the NACP drew up and sent protocols on administrative offenses to the court under Part 1 of Article 172-5 of the Code of Administrative Offenses (violation of restrictions on receiving gifts).
Moreover, the Agency discovered facts of illegal use of restricted information by employees of the State Migration Service of Ukraine and the State Property Fund of Ukraine.
In one case, an official disclosed information from the "Arkan" information system, which became known to him during the performance of official duties, for personal interests; in another case, illegally used data from the State Register of Property Rights to Real Estate. The NACP also drew up corresponding administrative protocols on these facts — under Part 1 of Article 172-8 of the Code of Administrative Offenses.
Separately, the NACP recorded violations of compatibility requirements: the deputy head of one of the territorial departments of the Judicial Guard Service simultaneously held the position of head of a private company, which is explicitly prohibited by the Law of Ukraine "On Prevention of Corruption." A protocol on an administrative offense related to corruption was also drawn up on this fact (Part 2 of Article 172-4 of the Code of Administrative Offenses).
