NACP completed automated verification of declarations: the number of successful automated verifications increased to 40%
The National Agency on Corruption Prevention (NACP) has completed the automated verification of declarations submitted for 2025. Within the declaration process, public officials submitted over 634 thousand declarations.
Of these, 607,708 declarations could undergo automated verification. Certificates about successful automated verification were received in personal electronic cabinets for 244,659 declarations (40.26% of the declarations that underwent automated verification).
For comparison
Based on previous declaration campaigns, declarations successfully passed automated verification for:
- 2021 — 163,970 or 28% of those verified;
- 2022 — 143,169 or 26%;
- 2023 — 146,769 or 24%;
- 2024 — 241,284 or 40%.
The NACP notes that the increase in the number of declarations successfully passing automated verification may indicate both an improvement in the quality of declaration completion and the effectiveness of digital services that help declarants correctly fill out and submit declarations.
Overall, when filling out draft declarations, declarants generated over 1,171,518 "Data for Declaration" certificates, which allowed them to use the "Autofill" function.
At the same time, successful automated verification of a declaration:
- does not exclude the possibility of a full verification of such a declaration if there are grounds established by law;
- does not indicate that the information stated in the declaration is complete and accurate;
- does not grant the right to submit a corrected declaration;
- does not entail legal consequences in the form of initiating issues of declarant responsibility;
- is informational in nature and serves as an auxiliary tool for the declarant when filling out declarations for subsequent periods or correcting data in registers if they prove to be outdated.
It is worth noting that automated verification of declarations is conducted by the Registry’s software tools by comparing registry data, databases, as well as information indicated in declarations of the reporting and previous periods. Passing automated verification exclusively indicates that no discrepancies exceeding the total amount of 150 subsistence minimums (SM) were found automatically, and no signs of conflict of interest, unjustified assets, illegal enrichment, or inaccuracies in the valuation of declared assets were detected.
At the same time, failure to pass automated verification may also be due to the declaration:
- not containing sufficient data to identify the declarant’s family members and declared objects;
- containing data that cannot be verified by comparing declaration data with registries and using certain formulas, for example, to detect signs of illegal enrichment or unjustified assets.
Failure to pass automated verification does not indicate the declaration of false information. The conclusion about the accuracy or inaccuracy of the declared information is provided based on the results of a full verification.
Currently, the NACP continues to verify declarations for previous reporting periods. At the same time, full verifications of declarations submitted for 2025 have already begun.
