By the order of the Ministry of Justice of Ukraine dated July 22, 2026, No. 1943/5, the Procedure for electronic information interaction between the State Register of Property Rights to Real Estate and the Unified Debtors Register as part of the automated enforcement proceedings system was approved — in connection with the adoption of the Law of Ukraine "On Amendments to Certain Legislative Acts of Ukraine Regarding the Improvement of the Procedure for Enforcement of Court Decisions, Decisions of Other Bodies, and Digitalization of Certain Stages of Enforcement Proceedings" dated April 7, 2026, No. 4833-IX, which will come into force on October 23, 2026.

The Notarial Chamber reported that the procedure defines the mechanism of electronic information interaction between the State Register of Property Rights to Real Estate (SRPR) and the Unified Debtors Register (UDR) as part of the automated enforcement proceedings system during registration actions carried out by the state registrar of property rights to real estate in order to obtain information about the presence/absence of data about the property owner in the UDR.

The goal is to ensure synchronization between the UDR and the SRPR, eliminate risks for satisfying creditors' claims, and increase the effectiveness of enforcement actions.

"Access of the state registrar to information about the debtor will be ensured by generating a search query in the SRPR to the UDR.

Accordingly, it should be taken into account that checking the owner in the UDR becomes an integral and automated part of the registration process, and the presence of a record in the UDR is among the grounds for suspending or refusing to perform a notarial action or registration action," the Notarial Chamber of Ukraine stated.

The procedure provides that electronic data transmitted in response to the search query are current as of the date and time of the search.

Information exchanged between the SRPR and the UDR under the electronic information interaction procedure is used in compliance with the requirements of the Laws of Ukraine "On Information," "On Personal Data Protection," "On Enforcement Proceedings," "On State Registration of Property Rights to Real Estate and Their Encumbrances," and cannot be transferred to a third party unless otherwise provided by law.

The procedure comes into force on October 23, 2026. Responsible structural units of the Ministry of Justice and the State Enterprise NAIS must ensure technical readiness for the implementation of this procedure.

The Notarial Chamber summarized:

- In the registration process, obtaining information from the UDR for performing a registration action will be conducted through the SRPR;

- In the notarial process, obtaining information from the UDR for performing a notarial action will be conducted through the UDR (as it is today).
