In case of denial of access to a shelter during an air raid alert or detection of improper condition of a protective structure, Kyiv residents are advised to immediately report violations to the National Police and the Kyiv City Contact Center 1551.

As reported by the Kyiv City State Administration (KCSA), appeals are promptly processed by the relevant services. Work is also carried out with owners and custodians of shelters to eliminate identified deficiencies.

After the massive Russian attack on the night of July 30, the Contact Center 1551 received three appeals regarding problems with access to shelters. All cases have already been processed.

In addition to responding to complaints, specialists from municipal emergency and rescue service "Kyiv Rescue Service" and communal organization "Municipal Protection" regularly inspect the technical and sanitary condition of shelters, as well as monitor unobstructed access to them. Since the beginning of 2026, more than 600 such inspections have been carried out in the capital.

The city administration notes that since the beginning of the full-scale invasion, about 3,000 shelters in Kyiv have been repaired and additionally equipped. Currently, more than 4,300 protective structures are operational in the city.

The KCSA also emphasized that the determination of shelter addresses and the organization of repair works are ensured by the structural units of district state administrations, which are the managers of budget funds allocated for these needs.

As previously reported by the "Judicial and Legal Newspaper", Prime Minister of Ukraine Serhiy Koretsky instructed the relevant ministries, services, regional military administrations, including the Kyiv City Military Administration, as well as local self-government bodies to urgently inspect all civil protection shelters for their proper maintenance and unobstructed access for citizens.
