The Notarial Chamber of Ukraine reported that it has appealed to the Ministry of Justice with a request to postpone the mandatory access of notaries to the Unified Register of Persons Missing Under Special Circumstances (EROZB).

It is noted that recently the NPU received information about the blocking of notary users of the EROZB who have not logged into the system for the last three months. According to the report, the first blocking will take place on August 1.

“In this regard, the NPU notes that there is a threat of a systemic problem arising in case of such blocking of notaries’ work.

Currently, notaries are actively trying to complete the authorization and login procedure to the Register, but due to constant technical failures, this process takes a long time. The Register’s technical support service is currently unable to cope with the volume of requests and acknowledges the complexity of the interface and login algorithms.

As a result, the vast majority of notaries objectively will not be able to gain access by August 1, 2026.

Therefore, from August 1, 2026, citizens will not be able to promptly receive notarial actions regarding the establishment of guardianship over the property of missing persons,” the statement says.

The NPU asks to postpone the mandatory entry into the EROZB at least until October 1, 2026 (or better – until December 31, 2026).

They emphasize that this time will allow collecting and systematizing statistics on technical problems, developing a generalized algorithm to eliminate the most common obstacles during authorization.

“We hope for understanding and resolution of this issue in order to protect the rights of families of missing persons,” the NPU added.
