The European Parliament approved the EU's accession to the Council of Europe's Framework Convention on Artificial Intelligence, which aims to minimize AI risks to human rights, democracy, and the rule of law. The decision was supported by 455 MEPs, 101 voted against, and 74 abstained.

This is the first legally binding international treaty regulating the field of artificial intelligence. The convention establishes basic rules for the safe use of AI.

The document applies to both public authorities and private companies working with AI on their behalf. At the same time, businesses are obliged to independently manage risks associated with the use of such technologies or ensure an equivalent level of protection.

Currently, the EU already has one detailed regulation in place — specifically, the Artificial Intelligence Act.

The European Parliament emphasizes that the document confirms the EU's commitment to developing artificial intelligence in compliance with democratic values and human rights, as well as ensuring its safe implementation worldwide.

After approval by the Parliament, the agreement must be finally ratified by the Council of the EU.

Negotiations on the convention have been ongoing since 2022 under the auspices of the Council of Europe. The process involved not only European countries but also international partners, including the USA, Canada, Japan, and other states. Ukraine is also among the signatories of the document.
