Ireland Introduces New Residence Permit for Ukrainians under Temporary Protection – What Will Change
Ireland is working on introducing a new Temporary Protection Transition Scheme for Ukrainian citizens residing in the country under temporary protection. This was reported by the Ministry of Justice, Equality and Law Reform of Ireland.
The new program provides for the issuance of a residence permit in the form of Stamp 4. It will be valid for up to two years with the possibility of extension for another two years. The period of stay under this permit will count towards the time required to obtain citizenship. The permit will also apply to family members who lived in Ireland together with the applicant under temporary protection.
It is expected that the application process for participation in the new scheme will start in September 2026.
Conditions for obtaining the permit
The main participation criteria include:
- residence in Ireland for at least one year under temporary protection status;
- having employment or self-employment for at least six months with a minimum annual salary of €29,432;
- not receiving state housing support (including temporary or social housing programs) at the time of application.
The ministry emphasizes that it will not be possible to hold temporary protection and the new Stamp 4 permit under the transitional scheme or another immigration status simultaneously.
The government intends for the new permit to encourage employment, professional development, and transition to independent living, as well as to provide more predictable conditions of stay after the expiration of temporary protection.
