In Germany, Federal Minister of Digital Technologies Karsten Wildberger (CDU) has been accused of using artificial intelligence to prepare public speeches and articles. This was reported by Spiegel citing German media.

According to the publication Die Zeit, a number of speeches and guest materials published on behalf of the minister in leading media were likely largely created or significantly edited using AI. These conclusions were drawn based on an analysis by the Pangram software.

In particular, an article published in April 2026 in Handelsblatt was assessed to be almost entirely generated by artificial intelligence. A piece in the Frankfurter Allgemeine Sonntagszeitung from March 2026 was also identified as predominantly AI-created.

Furthermore, Pangram's analysis showed that Wildberger's speech at the Atlantic Council in Washington in July 2024 was allegedly fully generated by artificial intelligence, while some speeches in the Bundestag were partially created with its assistance. Experts cite characteristic linguistic constructions as signs of AI use, including dashes, ellipses, and specific negations.

At the same time, it is noted that Pangram does not provide definitive proof, only probable assessments. According to Die Zeit, this tool is considered one of the most accurate in detecting AI-generated texts, with a stated error margin of up to two percent.

The Federal Ministry of Digital Technologies confirmed the use of artificial intelligence in its work. A ministry spokesperson stated that Minister Karsten Wildberger indeed uses AI as a working tool, and the mentioned texts were prepared with its help. However, final decisions and edits, according to the ministry, always remain with humans.
