The Verkhovna Rada ratified the Grant Agreement with France regarding support for critical infrastructure and priority sectors of Ukraine's economy (No. 0374).

The decision was supported by 306 members of parliament.

The document provides for the allocation of 71 million euros in grant funds for restoration projects. Financing will be directed towards reconstruction and development in the fields of healthcare, infrastructure, energy, agriculture, water supply and sewage, irrigation, waste processing, demining activities, housing construction, and digital technologies.

Legal basis and purpose of the agreement

As stated in the explanatory materials, the ratification of the agreement creates the legal grounds for receiving grant funds from the French government in the amount of 71,000,000 euros. It also ensures the legal formalization of international financing for the restoration of critically important infrastructure.

The document falls under ratification according to the Law of Ukraine "On International Treaties of Ukraine" since it concerns Ukraine receiving financial assistance from a foreign state. Ratification is carried out by adopting a separate law that includes the text of the international agreement as an integral part.

The agreement provides for its entry into force after the exchange of diplomatic notes confirming the completion of internal procedures by the parties.

Main provisions

The grant is aimed at the reconstruction and restoration of critical infrastructure facilities in designated sectors. It covers a wide range of areas—from energy and healthcare to digital infrastructure and housing construction.

It is specifically noted that the implementation of the agreement should accelerate Ukraine's recovery from the consequences of Russia's armed aggression.

Financial and organizational aspects

The implementation of the document does not require additional expenses from the State Budget of Ukraine. The funds are received as a grant from the government of the French Republic.

It is also noted that the project does not require public consultations and does not concern issues of local self-government, social and labor spheres, or the functioning of the state language. Public consultations and special expert evaluations are not conducted.

Legal conclusions

The document does not contain provisions related to Ukraine's obligations in the field of European integration or the Convention for the Protection of Human Rights and Fundamental Freedoms. No norms containing corruption or discriminatory risks were identified.

Expected result

After the agreement enters into force, Ukraine will have the opportunity to attract 71 million euros in grant assistance, which will allow financing the restoration of critical infrastructure in key sectors of the economy and accelerate the reconstruction process.
