Rules for responding to adverse reactions after vaccination will appear in Ukraine — this will be officially prescribed in the law
The Cabinet of Ministers proposes a large-scale update of the rules for combating infectious diseases and conducting vaccination in Ukraine.
The new draft law aims to systematize the procedure for preventive vaccinations, define clear rules for vaccine quality control, regulate responses to adverse reactions after vaccination, and update the rights and obligations of citizens, medical institutions, and state bodies in this area.
The relevant draft law "On the Protection of the Population from Infectious Diseases" has already been approved by the government.
What new powers the Ministry of Health will receive in the field of vaccination
The draft provides for defining the legislative foundations for vaccination and clarifying the powers of the Ministry of Health in this area. In particular, it is proposed to grant the Ministry the authority to approve the list of infections that can be prevented by vaccination, the list of mandatory vaccinations, the schedule of preventive vaccinations by age and optimal timing for their administration, as well as the list of vaccinations based on health status and epidemiological indications.
Vaccine quality control and vaccination financing
The document also proposes to clearly define the sources of funding for preventive vaccinations and establish requirements for immunobiological medicinal products. Special attention is planned to be paid to controlling the quality and use of such products, including compliance with the cold chain conditions during their transportation and storage.
Adverse reactions after vaccination and response procedures
Moreover, the draft law provides for the introduction in legislation of the terms "adverse reactions" and "unfavorable events after vaccination," as well as defining the procedure for responding in case they occur.
What other changes does the draft law on infectious diseases provide
It is also proposed to modernize the provisions regarding the rights and obligations of citizens, public associations, legal entities, and individual entrepreneurs in the field of population protection from infectious diseases. Separately, it is planned to update the legislative regulation of medical care provision to people suffering from leprosy, as well as clarify the powers of the Cabinet of Ministers and the Ministry of Health in the field of population protection from infectious diseases.
