Presented a new eurointegration draft law on plant protection products
On May 27, the Committee on Agrarian and Land Policy held a roundtable during which the new draft Law of Ukraine "On Plant Protection Products" was discussed, presented by the Ministry of Economy, Environment, and Agriculture of Ukraine.
The document was developed to implement the provisions of the European Parliament and Council Regulation (EU) No 1107/2009 on the placing of plant protection products on the market and to align Ukrainian legislation with European Union law.
During the event, it was noted that to strengthen Ukraine's role as an export-oriented and competitive participant in the global agricultural market in the process of joining the EU, it is important to develop legislative proposals and mechanisms for state support of Ukrainian farmers.
The Committee Chairman Oleksandr Haidu noted that at this stage, harmonization with EU legislation changes the approaches to regulating plant protection products. More than 100 active substances may disappear from the Ukrainian market as they are banned in the EU. At the same time, leading agricultural associations propose introducing a transition period for restrictions on the use of plant protection products according to EU rules after Ukraine's accession to the EU — at least 10 years.
Without a transition period, there is a risk of banning more than 65–70% of active pesticide substances, a sharp reduction in available plant protection products, complications in pest and disease control, as well as a decrease in crop yields by up to 20% and significant economic losses.
Roundtable participants emphasized that there must be a firm government position during negotiations on aligning Ukrainian legislation in this area with EU norms and requirements.
As a conclusion of the roundtable, participants noted that the Ukrainian agricultural sector already largely operates according to European rules, especially export-oriented producers who supply products to the EU and are already forced to comply with a significant part of European requirements. At the same time, there are still significant differences between the Ukrainian and European systems of plant protection products.
This event served as a platform for representatives of the agricultural community to express their comments and proposals regarding the mentioned legislative initiative for further consideration by the Ministry during the refinement of the draft Law of Ukraine "On Plant Protection Products".
