After the COVID-19 pandemic, the issues of vaccination, response to outbreaks of dangerous infections, and state control over vaccine quality remain among the key priorities for the healthcare system. In Ukraine, it is proposed to comprehensively update the rules for protecting the population from infectious diseases: from approving the vaccination schedule and determining mandatory vaccinations to controlling the safety of vaccines, procedures for responding to adverse reactions, and delineating the powers of state authorities in this area.

The Cabinet of Ministers has registered a draft Law "On the Protection of the Population from Infectious Diseases" in the Verkhovna Rada, which aims to update legislation in this field and bring it into compliance with the Law "On the Public Health System."

The document was developed in accordance with the directive of the Verkhovna Rada, provided for in the Final and Transitional Provisions of the Law of Ukraine "On the Public Health System."

What will change in the field of vaccination

The draft law No. 15286 proposes to define the legislative foundations for conducting vaccination and to enshrine the powers of the Ministry of Health regarding the formation of the list of infections that can be prevented by vaccination, the establishment of the list of mandatory preventive vaccinations, the vaccination schedule, as well as vaccinations based on health status and epidemiological indications.

The document also provides for a clear definition of funding sources for preventive vaccinations, setting requirements for immunobiological medicinal products and control over their quality and use, including compliance with cold chain conditions.

Adverse reactions after vaccination and vaccine safety control

In addition, it is proposed to supplement the legislation with the terms "adverse reactions" and "adverse events following vaccination" and to establish procedures for responding to such cases.

What else is proposed to be updated

Among other innovations are updates to provisions regarding the rights and obligations of citizens, public associations, legal entities, and individual entrepreneurs in the field of protecting the population from infectious diseases, as well as the rights and obligations of persons who are ill with infectious diseases or are bacterial carriers.

The draft law also proposes to update the legislative regulation of medical care provision to people suffering from leprosy and to clarify the powers of the Cabinet of Ministers and the Ministry of Health in the field of protecting the population from infectious diseases.
